Canada Pauses New Parent and Grandparent Sponsorship Applications: Is a Super Visa the Best Alternative?

On July 15, 2026, Immigration, Refugees and Citizenship Canada announced that it would pause the intake of new applications under the Parents and Grandparents Program (PGP).

IRCC will continue processing applications already submitted and plans to approve up to 15,000 people for permanent residence through the program in 2026. However, it will not accept new interest-to-sponsor forms or issue new invitations until further notice. Read the IRCC announcement.

For families who have not already entered the PGP process, waiting indefinitely may no longer be a practical strategy. A Super Visa may provide a temporary alternative while preserving the possibility of applying for permanent residence if the PGP reopens in the future.

What Does a Super Visa Offer?

A Super Visa allows eligible parents and grandparents to:

• Stay in Canada for up to five years per entry

• Make multiple entries during the visa’s validity

• Receive a visa valid for up to ten years

• Spend extended periods with their children and grandchildren in Canada

The host must be the applicant’s biological or adopted child or grandchild, be at least 18 years old, live in Canada, hold qualifying Canadian status and meet the applicable income requirement.

The applicant must apply from outside Canada, complete an immigration medical examination and obtain qualifying private medical insurance for at least one year. Review the official Super Visa requirements.

More Flexible Income Rules in 2026

Effective March 31, 2026, IRCC introduced two important changes to the Super Visa income assessment:

• The host and co-signer may qualify based on either of the two taxation years immediately preceding the application.

• In certain circumstances, income earned by the visiting parent or grandparent may be added to address a remaining shortfall.

These changes may help families whose most recent income was temporarily reduced because of parental leave, unemployment or business circumstances. However, the income calculation still depends on family size, the selected taxation year and the quality of the supporting financial evidence. See IRCC’s 2026 income update.

A Super Visa Is Not Automatic Approval

Meeting the income and insurance requirements does not guarantee approval. The parent or grandparent must still satisfy the visa officer that they are a genuine temporary visitor.

IRCC may consider:

• The purpose and proposed length of the visit

• Financial support and accommodation in Canada

• The applicant’s finances and ties to their home country

• Immigration and travel history

• Health and admissibility issues

• Whether the overall family plan is credible and consistent

A Super Visa is also not permanent residence. It does not provide an automatic right to work, provincial health coverage or permanent resident benefits.

How Should Families Respond?

Families with an existing PGP application should generally continue with that application and respond promptly to any IRCC requests. Depending on their circumstances, they may also consider a Super Visa while waiting.

Those who have never received a PGP invitation currently cannot start a new sponsorship application. They may instead assess whether a Super Visa could allow their parents or grandparents to come to Canada for an extended visit.

If the family does not meet the Super Visa requirements and the intended stay is six months or less, a regular visitor visa may be more appropriate.

The practical strategy is to separate two objectives:

1. Helping parents or grandparents visit and remain with family in Canada for an extended period.

2. Preserving the possibility of permanent sponsorship if the PGP begins accepting new applicants again.

A Super Visa cannot replace permanent residence, but it may provide a workable bridge during a period of uncertainty.
