Ontario’s New Workforce Priority Stream: Who Has an Advantage?

Ontario has replaced eight former OINP streams with the new Ontario Workforce Priority Stream, fundamentally changing how the province selects immigrants.

The new system focuses less on education alone and more on genuine employment in Ontario.

What Has Changed?

Key changes include:

Ontario master’s and PhD graduates can no longer apply without a job offer.
Applicants generally need a permanent, full-time offer from an eligible Ontario employer.
TEER 4 and 5 occupations may now qualify, but applicants usually need at least nine months of work with the supporting employer.
Language and education requirements now apply to most applicants.
Higher wages, longer employment, Canadian income and jobs outside Toronto receive more EOI points.
Eligible TEER 0–3 applicants may connect their nomination to Express Entry and receive 600 CRS points.
Employer revenue, staffing, recruitment and business operations will be closely reviewed.

Who May Benefit?

The new stream may favour applicants who:

Already hold a valid work permit;
Are working for the supporting Ontario employer;
Have consistent payroll and tax records;
Earn a competitive wage;
Work outside Toronto;
Have strong English or French results; and
Are supported by an established, compliant employer.

Applicants relying only on an Ontario degree, an overseas work history or a newly arranged job offer may face greater difficulty.

A Job Offer Is Not Enough

OINP may examine the applicant’s duties, wages, work location, payroll records and tax history, as well as the employer’s revenue, Canadian employees and operational need for the position.

Before registering an EOI, both the applicant and employer should be assessed. Meeting the minimum eligibility requirements does not guarantee an invitation.
